EVALUATING THE FURNISHING AND DISTRIBUTION OF DIGITAL GOODS AND SERVICES

A RESOLUTION providing principles for evaluating proposed digital goods and services.

WHEREAS, Access to the World Wide Web (i.e. Internet) is foundational to upward mobility within the digital economy; and

WHEREAS, Either or both Internet access and digital goods and services may be furnished in a manner that increases the cost of living for a given populace; and

WHEREAS, Proposed digital goods and services should be assessed for levels of accessibility, to prevent the exclusion of subsets of the populace by means including and not limited to, location, language, socioeconomic status, race, gender, religious affiliation and differing physical ability; and

WHEREAS, There exists the need for digital and procedural safeguards to mitigate targeting and exploitation of the populace; and

WHEREAS, Applicable digital goods and services have the potential to increase the quality of life of populaces in need; and

WHEREAS, There exists a history of inequitable distribution of resources as it relates to services and infrastructure that interface with populaces in need; now, therefore,

BE IT RESOLVED, That this legislative body must assess the populace’s ability to access, use, and consume proposed digital goods and services; and

BE IT FURTHER RESOLVED, That this legislative body must identify the affordability of proposed digital goods and services to the consuming populace; and

BE IT FURTHER RESOLVED, That this legislative body must assess the availability of proposed digital goods and services to the entire populace; and

BE IT FURTHER RESOLVED, That this legislative body must assess whether proposed digital goods and services are applicable to the lives of the populace; and

BE IT FURTHER RESOLVED, That this legislative body must identify how proposed digital goods and services protect the consuming populace from targeting and exploitation by public and private entities; and

BE IT FURTHER RESOLVED, That this legislative body must assess proposed digital goods and services as they relate to ideals including, but not limited to, equitable distribution, equitable infrastructure and equitable maintenance across the consuming populace.
